China Civil Aviation's Opening Up Policy

The history of China's civil aviation development policy can be divided into three stages.

  1. In the years following the foundation of the People's Republic of China, little foreign capital was invested in the mainland of China. Since the policy of reform and opening up was implemented in 1979, China's civil aviation began to receive direct international investment. As the laws concerning foreign investment began to change, the pace of foreign investment increased. The first stage lasted up to March 1, 1996 when China's Civil Aviation Law was implemented.

  2. During the second stage, from March 1, 1996 to August 1, 2002, foreign investment in the civil aviation industry was covered by this Civil Aviation Law.

  3. The third stage, from August 1, 2002 to the present, started with the execution of a new regulation titled: "Foreign Investment Regulation on China Civil Aviation." This regulation basically cleared any barriers to foreign investment in the civil aviation industry.
